Can a US student studying in Europe transfer credits back to a US college?

If our daughter does not want to continue studying in Europe and wants to transfer to a US college, will the credits/coursework be transferable?
Our daughter does not have the APs required by the University Colleges in the Netherlands that she likes, specifically Utrecht, Groningen and Leiden. She does have an SAT score of 1370 and GPA of 3.8. Should she still apply to those as her first 3 choices?
Each US university will have its own transfer policy, and so you should contact individual schools for this information. Give yourself enough time, applying further ahead than you may think to prepare for application requirements, keeping in mind that application deadlines for transfer students may be different than ones for first-year applicants.
